THE HAGUE, Sept 20 (Reuters) - Nicaragua on Monday accused Colombia before the International Court of Justice (ICJ) of not respecting a 2012 ruling on their maritime boundaries in the western Caribbean by that same court.

The hearing centres around a 2012 ruling by the ICJ, also known as the World Court, which drew a demarcation line in favor of Nicaragua in Caribbean waters, reducing the expanse of sea belonging to Colombia.

Sept 20 (Reuters) - European Union foreign ministers will on Monday discuss Australia's scrapping of a $40 billion submarine order with France, a move that has enraged Paris and cast a shadow over free trade talks between the EU and Australia.

LOS LLANOS DE ARIDANE, Spain (AP) — Lava continued to flow slowly from a volcano that erupted in Spain’s Canary Islands off northwest Africa, but the head of the regional government said Monday he expects no injuries to people in the area after about 5,000 were evacuated.

Lava was flowing on the island of La Palma toward the sea, moving at 700 meters (2,300 feet) per hour, according to the Canary Islands Volcanology Institute.

LONDON (AP) — Britain’s business secretary will hold emergency talks with industry leaders and consumer groups Monday as the U.K. government looks for ways to support energy companies threatened by soaring natural gas prices.

Kwasi Kwarteng said late Sunday that Britain’s energy regulator would ensure gas and electricity keeps flowing to customers if their energy supplier fails. If necessary, the government will appoint a special administrator to ensure supplies until a company can be rescued or its customers moved to new suppliers, he said.

MOSCOW (AP) — A gunman opened fire at a university in Russia on Monday morning, leaving eight people dead and 24 hurt, officials said.

The gunman was detained after the shooting at Perm State University, according to the Interior Ministry. There was no immediate information on his identity or possible motive.
