Kanpur: If anything that frightens the early morning walkers it is the monkey menace on the Cantonment side and the dog menace on the JK Colony side.
The monkeys do not commonly bite but the dogs leap to bite. The civic body does not show enough effort to catch both the animals to ensure the safety of strollers.
Has the catching squad become so inefficient as to move in those areas shaken under their influence? Ask several.
In the JK Colony area the dogs roam on the road and continue to follow the walkers till the fearless man does not rebuke the scary dogs. They follow the walkers up to the park inside a new sprawling colony.
While the monkeys on the Cantt side collect for relishing the food commonly given by certain animal lovers. But they do cause terror as well as tension to the road users immensely.
Other areas where monkey menace is prevalent are Shastri Nagar, Rawatpur, Kidwai Nagar, Naubasta, General Ganj, Collector Ganj, Parade, Ghantaghar, Central railway station, Jhakar katti bus stand, Collectorate, Parvati Bangla Road, Lal Bangla, Harjinder Nagar, Om Purwa, Pokhar Purwa and Ram Narain Bazar.
Nonetheless, the National Human Rights Commission has taken cognizance of the news reports on the stray dog menace.
It has been observed that "prima facie, it is of the view that Human Rights should weigh above animal rights in a situation where human lives are at risk due to attack by animals.
